ERP for South African public entities: PFMA, PPPFA and GRAP.

Public-sector supply-chain law is not a report you run at year-end. It is a set of controls that belong inside the ledger: who may approve, what must be competed, what the Auditor-General will ask for.

Where the standard product stops

Standard Finance & Operations ships no preference-point scoring, no Central Supplier Database link, no B-BBEE tracking and no GRAP or Modified Cash Standard reporting. Compliance is then run in registers beside the ledger, and the register and the ledger disagree at audit.

What GovFlow 365 adds

GovFlow 365 is a public-sector compliance suite for Finance & Operations, built for South Africa first, with four capability groups.

Procurement compliance: bid-committee workflow with separation of duties, closing and validity rules
PPPFA 80/20 and 90/10 preference scoring, with the Public Procurement Act 28 of 2024 threshold model on a toggle
Supplier and B-BBEE verification: Central Supplier Database sync, B-BBEE scorecard and a debarment check
GRAP and Modified Cash Standard reporting, with irregular expenditure flagged and reporting timers
Treasury Regulation 16A deviation bands, 30-day payment tracking, asset disposal and vendor penalties

Phased rollout

We roll out the compliance-blocking modules first, reporting second, and the e-invoicing and Public Procurement Act activation third. Each phase is something the entity can use and the Auditor-General can test.

Who it suits

National and provincial departments, public entities and state-owned companies on Finance & Operations. For municipalities, which report on mSCOA, read the municipalities page first.

How an engagement runs

It starts with a 45-minute consultation, then a discovery and fit-gap workshop on your own processes. You receive a written fit-gap and a phased plan before a programme is agreed. Four phases follow, each with something you can use and review.

01

Discover

Process workshops, data audit, and a fit-gap against the standard product.

02

Design

Solution blueprint, integration map, and the extensions we will actually need.

03

Deploy

Configuration, migration rehearsal, role-based training, UAT and phased cutover.

04

Support

Hypercare, managed services, client portal, scheduled optimisation reviews.

What drives the cost: users, legal entities and currencies, integrations, data migration and the gaps found against standard. See how pricing works or run the three-minute readiness score.
